Why doesn't it freak people out that a set of companies have legal backing to throw you in jail or fine you if you "steal" a movie but companies can't be automatically fined and/or shut down for fraud, corruption, etc?

To be honest, language changes but ever so slightly. Pirates were always hated by nation-states and landlords were also hated by the people locked to the lands. Old is new, new is old.
